Scheduler: rowheader_scroll not scrolling on touch

Hi,

Scrolling with touch on .scheduler_default_rowheader_scroll element doesn't scroll on android tablet.
It works fine on iPad, android smartphones and desktops of all kinds. Just not on android tablet.

I can easily reproduce with this example here https://aspnet.daypilot.org/demo/Scheduler/Timesheet.aspx using chrome and the mobile device emulator setting a custom device using 1024x700 px

This issue should be fixed now in the latest sandbox build (since 2019.1.3569):
